Mission & Responsabilities
The main responsibility of the Institute on Drugs and Drug Addiction, I.P. (IDT, IP) is to
promote the reduction of the use of licit and illicit substances and the decrease of addictions
.
The IDT, IP is the national governmental structure responsible for the coordination policy in the field of illicit drugs and alcohol.
The Institute assures the
planning
,
conception
,
management
,
monitoring
and
evaluation
of the different steps of
prevention
,
treatment
and
rehabilitation
in the field of drugs and alcohol, in the perspective of a better fulfilment in the coordination and implementation of the policies and strategies established.

Demand reduction is clearly IDT's central task
A strategic reorientation of demand reduction interventions was recently implemented as to ensure consistency and coherency of coordination and optimization of health results.
The main principles are:
Focus on the person
- interventions for substance abuse are no longer considered the last goal; any intervention must refer to the person objective and subjective needs, rather than on the substances.
Territoriality
- to a better understanding, intervention and planning, an increase focus on local and regional management and planning is necessary.
Integrated approaches and responses at internal and external level -
approaches and responsibilities should be built in an integrated way, not dissociating individual and social reality. Services should set up their operational interventions using comprehensive response mechanisms, based on a coherent network able to deal with the complexity and cross-cutting nature of the drugs and alcohol related issues phenomena.
The main competences of IDT, IP are the following:
To assist
the Government member responsible for Health in the definition of the national strategy and the policies in the field of drugs, alcohol and drug addictions and in their assessment;
To plan
, coordinates, execute and promote the assessment of prevention, treatment, harm reduction and minimization of damages and social reintegration programmers;
To support
actions in order to increase the dissuasion of the use of psychoactive substances;
To license
health care centers in the area of drug addictions, in the private and social sectors, to define the respective technical-therapeutic requisites, and to follow up their functioning and fulfillment, in articulation with the Central Health Administration, without prejudice of the sanctioning competence of the Health Regulating Entity;
To develop
, promote and foster research and to keep an information system on the drugs and drug addiction phenomena, in order to fulfill the activities and goals as a member of the European Monitoring Centre on Drugs and Drug Addiction (EMCDDA);
To ensure
the cooperation with national and international bodies in the fields of drugs, alcohol and drug addiction.
