icon-arrow Articulation With Employment And Training Institute (IEFP)
 
The major actor in employment related integration activities in Portugal is the IEFP.  Concerning this area, the main objective is to promote the social and professional (re)integration of drug users, through their participation in professional training and job promotion initiatives. The referrals, made by the IEFP regional and local services, are usually combined with specific counselling and intervention in the individual’s personal and social setting.
IEFP, thogether with IDT, promotes Life-employment Program (Programa Vida-Emprego) (Resolution of the Council of Ministers n. º 136/98, of the 4th of December), which provides protected employment to drug users.
The main objective is to reinforce the social and professional reinsertion of drug users as a fundamental and integrated part of the drug addiction treatment. The Program develops actions based on information, orientation and vocational training, social-professional reintegration, mainly through the creation and development of specific measures to support the social-professional integration of drug users.
Specific Measures:
Social-Professional Integration Traineeship – aims to offer the drug addict 9 month experience training in real work context. The employers are supported with the partaking in expenses.
Employment Support – subsidies to employers that hire drug addicts, for periods not exceeding two years, namely 80% of the SMN (National Minimum Wage) and 80% of the participations in Social Security.
Integration Reward – aims to support the employers that admit drug addicts by means of a contract without time limit. For each working place they receive 12x the SMN for lost funds.
Support to Self-Employment – Consists in the participation of investment expenses, beginning a professional and initial expenses for the functioning of business-related units that, independent of their juridical status, are promoted by drug addicts, duly framed by the treatment entities.
Social Mediation and systematic follow-up are considered to be strategic component in this process, to provide the necessary assistance to employers and drug users.
Partnership between IDT and IEFP is very important, since all initiatives of IEFP, either under the Vocational Guidance, Vocational Training or Employment, are fundamental to their personal integration project.
 
icon-arrow Articulation With Social Security Institute (ISS.IP)
 
Following the activity of a working group consisting of elements of the Department for Social Protection of Citizenship from ISS.IP and the Reintegration Department of IDT, a set of initiatives of articulation were developed among which stands out a document of joint guidelines and methodology of implementation.
This technical guidance document, in the form of manual procedures, aims at the technical aspects of the social security, comes in the wake of the finding of an increased number of positive results and greater effectiveness for the integration of the addict population.
Governmental welfare centres at district level are responsible for the certification process of reinsertion housing facilities available for drug users after the initial reahabilitation period, and reorganization of the individual’s life and to build-up a sustainable life project with personal satisfaction in a realistic context.
 
 icon-arrow Intervention In The Work Place/Protocol With CGTP
 
Intervention in the workplace aims to prevent the use of drugs, and the disintegration of workers with drug related problems
This project uses EURIDICE methodology (Project for the Prevention of Alcohol and Drugs in Work Place at European level), with the following main goals:
 Prevention and intervention in alcohol and other drugs use or abuse;
Change of attitudes, behaviors and risk factors;
Increase of the knowledge on the use of substances;
Articulation between the local project, companies health departments, Autarchies and IDT Specialized Units.
This project follows a methodology already implemented in Austria, Belgium, France, Greece, Holland, and Spain, and this methodology foresees it´s permanent evaluation by the participants.

icon-arrow Intervention in Professional Schools

A project that frames the intervention in Professional Schools in the scope of drug addiction in cooperation with Prevention Department with the following objectives:
To know the perceptions and representations of the professionals schools students on the use of psychoactive substances;
To make aware, inform and give orientation about psychoactive substances and the risks associated to their use;
To participate on training programs on education for health,( including all dependences, for teachers, experts and students), in order to create a group of mediators / interventors in the work place;
In a future phase, this project aims to promote a follow up model and early intervention in problematic use situations.
Programmes for young school drop outs and young offenders are runned with the esperts support by  IDT, with the aim to develop preventive measures on the basis of the promotion of social integration, vocational counselling and pre-professional training. They may be implemented both at school settings and outside  schools.
